The Willo neighborhood is a modern name for a series of neighborhoods that grew North between 1910 and 1937. Prior to the 1900's, the neighborhood was primarily agriculture and owned by James P. Holcomb. Development began around the turn of the century when the neighborhood was still considered an outlying area. Though around 1911 most of the area was farms and open fields. The Phoenix Railway Company added the Kennilworth line to serve residents who had built homes on the West side of Central Avenue. This assisted in the continued development of Willo in the 1920's and 1930's when the majority of the neighborhood was subdivided.
